There's currently an early implementation of SignalRGB application URLs that can be called from an external program (e.g. batch script with start prefix)
Syntax:
signalrgb://effect/apply/<effect%20name>?<arg1>=<arg1value>&<arg2>=<arg2value>&<arg3>=<arg3value>&...
Example:
signalrgb://effect/apply/Rainbow%20Rise?reverse=false&scale=1&speed=3&xPos=120&yPos=200
